CU Political Science Assistant Professor Srinivas "Chinnu" Parinandi has published a new book! In Following in Footsteps or Marching Alone?, he explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

Policy Inventing and Borrowing among State Legislatures

Abstract:

Although a long literature has analyzed how policies diffuse or spread across the American states, scant attention has been given to how states invent or create original policy instead of borrowing existing policy from one another. In this article, I use state legislative policymaking with respect to renewable portfolio standards to examine when legislatures invent original policy instead of borrowing existing policy. I use a novel data set that includes the state adoption of hundreds of policy provisions, including their combinations, and I employ logistic pooled event history analysis to identify the determinants of inventing and borrowing. I find that government ideology largely predicts inventing, whereas electoral vulnerability predicts borrowing. The results suggest that ideologues spearhead invention and further suggest that democratic accountability works chiefly through promoting borrowing rather than blunting inventing.

Professor Parinandi is one of the newest additions to the Department of Political Science - arriving at the University of Colorado in the fall of 2015. “I chose to come to CU because it is a big research university that has a solid commitment to teaching” he said.

This is especially important to Parinandi because teaching is one of the main factors that brought him into the realm of academia. “I enjoy teaching and I especially enjoy lecturing when it sparks a debate in class because it means that students are exchanging ideas and grappling with the material.”

This semester Parinandi is teaching the American Presidency (3011) and is enjoying how engaged students are with the topic.

“Students are paying much more attention to the theories written on presidential behavior because of their interest in the current administration and there’s been a lot of give and take between the students and myself which has made it a blast to teach.”

In addition to teaching, Parinandi likes the research component of being a professor. “I enjoy coming up with a theory and trying to test whether the theory is supported by evidence or not and trying to communicate that to others.”

Parinandi focuses much of his research on how policies spread across the states by looking at different factors that heighten or hinder the spread of policy. “I specifically look at renewable energy policy and economic policy.”

“My real motivation for it is this idea that the U.S is a federal system and in the U.S the national government benefits from having the 50 states as laboratories that it can copy off of and find the best policies.”

In 2015, Parinandi taught a class he created called “Issues and Challenges in American Green Energy Policy”. “A lot of people know about renewable energy from a surface level, but there wasn’t a class in the Political Science Department.”

This class addresses “the nuts and bolts of what green energy policies are, what they look like, how they work, and how they are situated in terms of other energy policies.”

“I want students to be able to talk about green energy policy from a deeper level and be able to explain how the policies function.”

For Parinandi, the most notable part about working on an active college campus is simple: “Just being able to teach and interact with students is the best part about being at CU.”

Srinivas Parinandi (Chinnu) received the Christopher Mooney Dissertation Award from the American Political Science Association (APSA) Section on State Politics and Policy.

Chinnu's dissertation was titled, “Solving Brandeis’s Mystery: The Link between Electoral Vulnerability, Resource Capacity, and Policy Innovation in the American States”.

Abstract

Scholars and policymakers have long argued that state-level officials operating free from the influence of the central government act as the major drivers of innovative, or novel, policy in a federal system. However, this belief runs counter to the possibility that electoral considerations and resource limitations could cause state-level officials to emulate (or copy) policy rather than innovating. In this dissertation, I evaluate the decision by state-level officials to innovate or emulate, and I conduct my analysis in three parts using data on renewable portfolio standard (RPS) policy. First, I evaluate the innovation and emulation activity of state legislatures making policy adoption decisions. Then I compare the innovation and emulation decisions of elected versus appointed state public utilities commissioners. And third, I analyze the innovation and emulation behavior of cosponsoring state legislators. I find evidence suggesting that the states are better described as drivers of emulation rather than innovation: both electoral vulnerability and legislative professionalism increase the likelihood of emulation rather than innovation. At the same time, giving policy authority to appointees will not increase innovation, as appointees are less likely to innovate compared to elected peers. Results suggest that the federal government may play an important role in advancing state policy innovation.
